The Early Learning Coalition (ELC) has developed a campaign to support high-quality child care and to expand home visiting opportunities.

The agenda for the 2017-19 biennial budget includes:

Support High-quality Child Care

  • Implement Quality Grants recommended by the Governor’s Early Childhood Advisory Council to increase the number of higher quality programs and to sustain high quality 4-Star and 5-Star programs. The goal over time is to double the number of children in high-quality child care.
  • Expand T.E.A.C.H. and REWARD to raise the education level of early childhood teachers and stem turnover through stipends.
  • Increase Child Care Payment Rates to make quality child care affordable.

Support Home Visiting

  • Stabilize Funding to continue home visiting to more than 1,600 high-risk families and their children.
  • Increase the number of Families Served by taking steps over time to double the number of families served by the Family Foundations Home Visiting program.
