The YoungStar quality rating and improvement system is being rolled out, bringing greater focus to the quality of services for children from low-income families supported by Wisconsin Shares child care subsidies. The Herzfeld Foundation funded the Wisconsin Council on Children and Families to analyze infant/toddler care and education in Milwaukee, investigating the extent to which Milwaukee infants and toddlers are being served by high-quality programs, particularly those from disadvantaged backgrounds.

Regardless of race, place, or income, every child in Wisconsin deserves a strong start in life. This early foundation plays a critical role in life-long health and wellness. But systemic racism and poverty destabilizes families and communities and creates unhealthy conditions and barriers that harm children in their early development. This process of destabilization not only prevents children from having a strong start but can persist over the course of their lives.
