The Affordable Care Act (ACA) provides funding for states to expand health insurance coverage for low-income adults who have income below 138% of the federal poverty level (FPL). Thus far, Wisconsin has not taken advantage of the increased Medicaid funding. The Governor’s last budget and the proposed 2015-17 budget have partially expanded coverage for childless adults (up to 100% of FPL), but offset a portion of the cost by cutting in half the BadgerCare eligibility limit for parents (from 200% to 100% of FPL). The 2015-17 budget proposes significant changes to childless adult coverage that could substantially reduce participation.

This critical advancement towards a more developmentally appropriate juvenile justice system will reduce and repair harm, decrease racial disparities, increase child and family wellbeing, and increase opportunities for community-based alternatives to incarceration.
