The White House has released estimates of how Wisconsin would be affected by the proposed Early Learning Initiative.
Some highlights:

  • $54 million in the first year of the Preschool for All program, building on Wisconsin’s strong 4K program.
  • 11,801 children from birth to three would have access to high quality early care and education through Early Head Start-Child Care Partnerships, building on recent efforts to improve infant-toddler learning and development.
  • Wisconsin would receive $7.7 million in the first year it participates in the expanded Home Visiting program, building on recent home visiting efforts.

The President’s Proposal also includes increases in Head Start funding and increases in the Child Care and Development Block Grant fund to increase the number of children served and to launch quality improvement initiatives, but the White House press release did not include state-by-state estimates in those areas.

While the state budget made little progress on improving early learning, the President’s proposal is big and bold.  The question is whether it can get passed.
