Our analysis of YoungStar progress statewide shows that 57% of children receiving child care subsidies are in programs rated 3 to 5 stars as of February 2013. At the same time, only 33% of child care programs participating in YoungStar are rated 3 to 5 stars. It sounds like a contradiction, but the percentages are very different because many more children are served in group child care centers than in family child care, and centers are rated much higher on the YoungStar 5-star scale.
